rights issue gives you the chance to purchase the stock at usually lower than market price. in this case, it's going at 2.64. current mkt price is 2.77 or so. so when you purchase this, you would gain about 0.13 per share. usually there will be market correction thereafter so the mkt price might drop.
on the 100 for 5, it means for every 100 shares you hold, you can buy 5 at the mentioned price.
