Zhu Xiaoliang, director of the Department of Market Operation and Consumption Promotion of the Ministry of Commerce, said at the press conference that judging from the situation in the second half of the year, as China's economy continues to recover steadily and the policies and measures to promote consumption continue to gain strength, it will provide strong support for the development of the automobile market. At the same time, some factors, such as the shortage of chip supply and rising raw material prices, will also have a certain impact on the automobile market. Judging from comprehensive research, we feel that automobile sales are expected to achieve positive growth throughout this year, reversing a situation that has continued to decline for three consecutive years.

Zhu Xiaoliang said that the next step will be to work with relevant departments to earnestly write a major article on promoting automobile consumption throughout the chain to accelerate the construction of a new development pattern of the automobile market with hierarchical consumption, efficient use, and a green cycle.

The first is to accelerate the transformation of automobiles from purchase management to usage management, adjust and optimize automobile management policies, break down barriers that restrict car purchase and use, and release automobile consumption potential; the second is to deepen regulatory service reforms in the automobile distribution sector; the third is to push for the removal of unreasonable restrictions on used car transactions to further facilitate offsite transactions for used cars; the fourth is to improve the relevant management systems in the field of automobile distribution and speed up the revision of the “Used Vehicle Circulation Management Measures” and “Motor Vehicle Mandatory Scrap Standard Provisions” to optimize the automobile consumption environment.
