I started at 267.xx because I thought it would go up but it didn't. Then I waited until it dropped for more than 20% and top up again. Recently thinking if I should wait for another 20% drop or how. What do you reckon?

Wah. For it to drop 20%, something drastic must happen first, like when they were fined or the most recent incident when the Chinese government were doing a crackdown on the education sector and they got indirectly affected by it. If you want to wait for another 20% drop again, you might have to wait another few months again at best or a long while more.
In context of BABA stocks only, around a 5-10% drop is considered reasonable to average down already.
If your current averaged down price is around $213, it’s possible for the price to reach this in the upcoming week or so if there’s no more ridiculous news being announced. If not, try to make sure your averaged down price is around $200 if it’s currently way off right now.

I didn't dare to go in more when it dropped 20% so now my average cost is around 223. that's why I am thinking if I should top up these few days when price is low enough to bring down my average cost.

Tonight optimistically, it might go up to $205, if not, it would hover around $201-202.
