CEOs (insiders) often sell stocks because they have no confidence in stocks?

This idea is also normal. The management's frequent selling of shares does make shareholders unhappy. I am also personally dissatisfied with the management's practice of always selling shares at high positions. However, I think this does not mean that the management has no confidence in the stock, but just normal trading operations. Furthermore, if the company is not confident, why should it invest a lot of capital and resources in the research and development of vaccines and ophthalmic products? $Ocugen(OCGN.US)$
