With the shift in Intel's buisness in the coming years we should be comparing them more to TSMC than AMD.
In the next few years Intel will build new fabs and use them to make chips for other companies as well as their own; which makes them more of a competitor for TSMc than AMD.

TonyJessica : If intel stop producing chips under their own name, we can then consider it as competitor to TSMC. Else, customers may worry intel can use their IP to build products and compete with them. It is difficult for a fab that produces parts under its own name and also can survive a foundry to their Competitors, unless we are talking of not leading technology products
