Juxcy : Does the new offering dilute the share price?
TRIUMPHANT RETURNS : with inflation going wild, 1 month of cheap oil from strategic reserve isn't going to do much to stem the surge in oil price. worse that price surge will conincide with their replenishing of the reserves
