In business sense, the food delivery services just does not work at all because of very high expenses. (eg, commission to rider, overheads, and etc). The left over profits could not cover the overall expenses resulting in a big lost.

Dining in are allowed.

Very fierce competition. Eg, Deliveroo, foodpanda, online and thru facebook orders, fighting in a small and limited market in Singapore. Offering cheaper and promotion price.
