ETF is abused

When I first started to invest, I always think it is good to invest in ETF as it is diversified and generally will give you good returns if you invested in those well known ones.

However after a year of investing in GME and AMC, I learnt that ETF is actually abused and is another way for big money to short the stocks. Look at XRT from the screenshot, it is shorted over 1000% which does not make sense at all. Shares are just created out of thin air to suppress the prices of stocks in that ETF. Since I learnt about this, it gave me an insight of how ETF can be bad for investors.
