How to execute tender offer?

$Exela Technologies (XELA.US)$ is offering 20 shares for each $25/preferred B share. Is this worth to exchange? If I have 100 shares, does this means i can exchange with $125 worth of preferred B shares? Thanks for clearing my doubt.
