You can only compare share price directly when two companies have issued exactly the same number of shares. Otherwise, a market cap comparison makes more sense. OXY's cap is about 300 times of CEI, fundamentally quite different though both are oil related.
i am curious though, why CEI's price didnt seem to benefit from the war at all. It had a one spike in March, then came back down.
