Is this where our money is going?

Recent "Employee Incentive Compensation Plan" approved on 04-12-23. It includes executive officers... The wording is vague enough that it sounds like they can pretty much reward themselves for any reason they like. We're burning through cash at an alarming rate while they dole out bonuses? There's where the offering money went.
