A rare case of Bad News being Good News.

Something simple like natural disasters can cause nonfarm payroll to be very low, showing a negative value even though there isn't one. Technology isn't always fully operational during a period of natural disaster crises when data reporting is critical, which cause underreporting of foundational news and over reporting of false negative news from inaccurate base level data.  This creates positive market sentiment outlook.
