STMetal1331 : ballots is by tier and each tier have their own %. the most highest tier % are much higher chance to get. example. if you submit IPO worth 4001, you will be in tier 7, 2684.. so you waste your capital by locking in 4001 but only get rm2684 worth of shares if selected

Most of the chunk is not allocated publicaly. only 60 mil shares for msia public via balloting. That why you need refer to the balloting tier so you dont waste allocated more than is needed based on the tier. Example, you can see from com.my/storage/...
