Circuit breaker? Good or bad sign?

Once heard from a trader friend that when volume hits a certain capped, circuit breaker will kicks in.

First time encountering this myself. Trader play?

102925149 : first time encountering this too, but investopedia says it is automatic when panic sell or manic buy (DJT had both just now)
