Well that's what he wanted audience belief he was agent of chaos. 4 Heath Ledger Joker was intelligent like his mother Lee Quinzel.  5. Before Arthur Fleck death he had visitor & he sang about Son. 6. Arthur Fleck killer cut his face after killing Arthur.  Conclusion: Heath Ledger Joker was actually Good guy / heroe of Dark knight.  Most likely, he was special opps soldier. Saw his city going shit & crazy dude calling himself batman beating up street level criminals & thought himself," got safe this city". Pay respect his father he put makeup on / war paint he called it. But not before he cut his face like man killed his father. Because he knew he would either end up locked up for life or dead. Plus, Lady Gaga commented about her character having inner storm inside her / her being pregnant.

Lastly,  Arthur Fleck was good guy. He's not evil, but victim since birth. You only felt pity for him, nothing more. You wanted him become this character who's capable of defending himself. But in end he never did & couldn't. Not from arkham asylum guards, not from judicial system, or his fellow inmates, not even safe his own life.
