I wouldn't say they can't. If this was your product that was in the beginning phases of production and not positive cash flow yet, why would you change your product with no promise that it will bring in more business and potentially throw money away? Instead, they go to a bigger player, i.e... British Airways. Now, if said changes were requested again, you can make those changes and now marketable to both.

LAX ended up returning their vans to Mullen telling them to make adjustments. Which they can't because they're buying pre-fab vans.
