Is current China gov regulation on tech sector more tighten or loosen compared to the past 12-24 months?

I want to know is current gov regulation environment is more favor for tech sector compare to past 12-24 moths. Do you think after previous tighten regulation will tech companies willing to expand again? or tech companies afraid another round of regulation and stay low forever?
