Key points from China's Thursday briefing

1) Renovation of 1 million urban villages and dilapidated buildings:
Focused on supporting cities at the prefecture level and above.

Development and policy-oriented financial institutions will provide special loans.

Local governments will be allowed to issue special bonds.

Tax and fee incentives will be offered.

Commercial banks will issue loans based on evaluations.

2) Increase in credit for "white-listed" projects to 4 trillion yuan by year-end:
All commercial housing project loans will be included in the "white list."

Loan disbursement will be optimized to ensure early availability of funds.

3) Special bonds for acquiring existing commercial housing:
Local governments will have the discretion to voluntarily implement this initiative.

Support will be given to increase the housing space for eligible individuals, with a goal of housing 4.5 million people in affordable homes by year-end.

4) Special bonds for acquiring land:

Research will be conducted to establish a special loan for acquiring existing land.

Policy and commercial banks may be allowed to issue loans for land acquisition, with the central bank providing necessary refinancing support.
In cities with prolonged de-stocking cycles, guidance will be provided to suspend land supply for new residential projects and match land supply with the de-stocking rate.

5) Reduction in mortgage rates for existing home loans:
Mortgage rates are expected to decrease by an average of around 0.5%, with the majority of adjustments completed by October 25.

6) Real estate value-added tax reform:
Ongoing study is aimed at clarifying the tax policies for general residential and non-general residential properties, focusing on value-added tax (VAT) and land appreciation tax.
