In the early morning of March 30, Beijing time, the Bureau of Industry and Security (BIS) under the US Department of Commerce issued new regulations to “implement additional export controls”, revising two new export restrictions enacted by BIS in October 2022 and 2023, completely restricting sales of Nvidia, AMD, and more advanced AI chips and semiconductor devices to China.

In this new regulation, BIS has removed and revised some restrictions on the sale of semiconductor products to China by the US, Macau, China, etc., including that Macau of China and the D:5 countries group will adopt a “presumptive refusal policy” (case-by-case review) policy rules for AI semiconductor products exported from the US to China, including comprehensive inspection of information such as technical level, customer identity, and compliance plans.
