For a company to regain compliance with Nasdaq listing requirements, it's a good thing. It also reduces the OS and FF to lower levels. It happens because institutional short sellers naked short sell the stock which destroys the market cap. The SEC isn't prosecuting the offenders when it happens. Hence, companies have to do a restructuring to stay alive and to remain listed. It's criminal that this is allowed to happen.
