Seriously undervalued stocks - singapore small, mid-caps

I am primarily invested in Singapore market. Singapore small and mid-cap stocks are seriously undervalued because of lack of institutional interest. No doubt, some of them have poor balance sheet and weak cash flow or still making a loss. However, there are companies like $Delfi (P34.SG)$ $Tai Sin Electric (500.SG)$ which have been paying decent dividends and their valuation is not expensive.
