Due to receiving the subsidies from the CHIPS Act, Intel finds it difficult to sell its manufacturing division.

November 29, 2024 (excerpt)
US Intel received a subsidy contract of 7.865 billion dollars under the CHIPS Act.As a result, stringent restrictions have been imposed on the sale of the company's manufacturing division. Even if the company were to split off the manufacturing division, it would be required to maintain a controlling interest, clearly aiming to protect the semiconductor manufacturing infrastructure in the USA.
In the subsidy contract with Intel, if the manufacturing division, known as Intel Foundry, is separated and turned into a private company, the company must maintain at least 50.1% ownership. Furthermore, even if the division is spun off as a public company, a single third party is restricted from holding more than 35% of the shares unless Intel is the majority shareholder.
