NHTSA was concerned that the hood could unlatch. Tesla solved the NHTSA concern by adjusting the software. The media will call it a 'recall' but this is just an OTA software update.

My Take: There were a few previous so called NHTSA's 'recalls' that could be fixed by OTA software update. Some are self initiated recalls. Some of the OTA software updates are as simple as updating a software of a smart phone. As investors, we should read the content carefully - the incident had little or effect on the share price.
