Vanguard took 8.7% share. Isn't that previous new offerings ?

Vanguard took away 8.7% of company shares..... That is almost previous new offering shares?....I feel it is all planned....Anyway, I held 3K shares during the big run earlier this year and sold most of them when the company killed the hype. I now only own 100 shares and wanted to see what it will turn out.
