EU is such a construct that it consists of diverse interest countries. There are countries that trade with China, and there are countries that trade little with China.
The ones that trade vote no or abstain (chicken country like Germany, Schols is afraid to stand up).
The ones that don't trade vote yes based on their political influence by the Vondelying.
Second vote will be the same as the first vote.
More chance that EU will breakup as countries start to see it is not acting in their interest to give up so much for so little.

Germany did speak up for China FYI as they have parts made in China so if they want to impose a tariff on China, means Germany has to pay for Tariff too.
