Questioning the plan's failure to meet standards, yet claiming 4 billion Anti-Corruption Commission actively investigates cunning online cases

The Anti-Corruption Commission is investigating old cases from the previous reign and thoroughly investigating the 1BestariNet project launched by the Ministry of Education 13 years ago. Anti-Corruption Commission officials recently raided the headquarters of Yang Zhongli Communications located in the capital to assist in the investigation of this government project worth 4 billion ringgit.

YTL Power International Bhd has confirmed that its subsidiary, YTL Communications Sdn Bhd, is being investigated by the Anti-Corruption Commission in relation to the 1BestariNet project.

The Anti-Corruption Commission issued a statement today (9th) stating that the investigation is not influenced by external factors and is conducted with transparency and professionalism.

This investigation is based on complaints received, involving allegations of corruption, mismanagement, abuse of power, and violations of the 2009 Anti-Corruption Commission Act.

The investigation refers to the reports received in August from the Government Finance, Procurement and Administrative Management Investigating Committee (JKSTUPKK) and the Public Accounts Committee (PAC).

These reports reveal issues such as limited broadband coverage, insufficient technical infrastructure, and incomplete campus coverage.

The feedback and complaints from the public highlight that the project has failed to provide the necessary broadband speed to enhance student learning outcomes.

Furthermore, the 1BestariNet service contract was originally planned for 15 years with a total value of 4.07 billion Ringgit, but the contract period was reduced to 7 years and 6 months without reducing the contract value.

This means that while the service contract period was shortened, the total contract value remained the same, approximately 4 billion Ringgit.

Although the service did not meet its target, YTL is reportedly filing a claim with the Ministry of Education, but this still requires a detailed investigation.

As of now, the government expects to bear the RM0.176 billion claim raised by YTL, although this amount has not been verified; as well as the RM10.8 million telecommunications tower leasing loss since 2019.

The anti-corruption commission explains that although the project ended in 2019, it is still appropriate to initiate an investigation now, as a professional investigation must be based on the latest information, especially when it involves the use of public funds for national development.

The anti-corruption commission calls on the public to refrain from speculating on this case and also states that it will never tolerate corruption, mismanagement, and abuse of power.
