I personally do both. I will do a lump sum invest into S&P 500 when the market is significantly down due to black swan events. Such events are sporadic, so I don't do lump sum often, but I still keep a small sum of money (around few k) ready for lump sum whenever I feel the time is right. The return has been quite stable and decent over the past two years. moomoo was my first online brokerage I used. The S&P 500 in 2023 did very year especially with the Christmas rally. In 2024, there is a high chance for FED to pivot the interest rate to decrease, which will pump up thd S&P 500. 
Thus, it will be good to invest in S&P 500 before the pivot is announced. Additionally, take advantage of the current high interest rate and invest in money market fund, T bills, SSB, high interest savings account and fixed deposits.
