$Intel (INTC.US)$ I see this as a sign that Intel is getting tired of getting the run around by a corrupt, feckless administration and congress that are heavily influenced by tech companies that have outsourced their manufacturing overseas.
To Intel it may be better to do business directly with their primary foreign adversary than get played at home by lobbyists fronting for $Advanced Micro Devices (AMD.US)$ , $NVIDIA (NVDA.US)$ , $Apple (AAPL.US)$ et al. Either way, I hope Intel gets some serious commitments in the EU that moves the needle.
