If the only fact disseminated is that 'the stock fell due to the report issuance,' then retail investors will be driven by fear to sell, accelerating the decline and ensuring Citron's profits from the Short Sell. When the stock has fallen sufficiently, they will buy back and engage in long positions, generating double profits.
Whether the contents of the report are true or not is of no concern to those who released it.
