Perhaps they recommend a buy on something so they can raise the price allowing them to sell the position off for some gains, or put a sell rating on something because they hold a short position that is losing money and want to drop the price to cover the position. I bought 500 shares of ILUS for $0.30, but have decided to do nothing because even though the price is down, I didn't spend enough money to worry about a massive loss.
