b34r : Did you submit a GTD order or a new order each day? A GTD will join the queue at the earliest possible. I see the current buy queue is 1.x milliion, on most days (this week at least) the volume is below 1mill, which means the queue will not clear.
If you're absolutely sure this will go up fill the buy order at 1.64. Else just queue everyday (1.63) and hope your turn will come. You might get stuck with  a partial fill at 1.63, looking at how slow this counter is.
