President Biden of the USA announced a new export control proposal for Artificial Intelligence (AI) chips as his administration's transition approaches. This new regulation divides target countries into three tiers, without applying restrictions on chip sales to 18 major allied countries like Japan, South Korea, United Kingdom, and Canada, allowing for large purchases of AI semiconductors. In approximately 120 countries and regions including Israel, Singapore, Saudi Arabia, and the United Arab Emirates, up to 1700 basic advanced GPUs can be used without a license. Moreover, by meeting security requirements, more computational power equivalent to a larger number of advanced GPUs can be deployed.
