This is the unsponsored ADR? OTC market legal but not really

$AMC院线 (AMC.US)$ I found this and is legal trades but illegal because is intentional to drive amc price down -14 mil shares not even yet covered. Question is, are this shares given to trade in the retailer market? because there shouldnt be any shares left to trade so how do we get so much more shares to trade???
