some groups are 100% accurate with their reporting so theirs would all be accounted for. the way to think about it is that not all groups are going to actually report it and report it correctly but some will so, just with what's reported we're that high but that doesn't account for all their little shady backroom deals and what they might actually be borrowing for. so from our perspective just think of it as a worst case scenario
