Dec 31 (Reuters) - The Biden Administration on Tuesday Said It Would Delay a Planned Sale of Oil and Gas Leases in Alaska's Arctic National Wildlife Refuge by One Day Because of a Planned Day of Mourning for Former President Jimmy Carter, Who Died on Dec. 29.
