Policies to optimize purchase restriction management reduce the cost of purchasing and using new energy vehicles

From the perspective of consumers buying and using cars, the “Automobile Measures” propose policies to optimize the management of purchase restrictions and reduce the cost of purchasing and using new energy vehicles.

The Development and Reform Commission pointed out that since this year, it has actively coordinated with the regions concerned with purchase restrictions, encouraged them to increase the annual car purchase target according to local conditions, implement a differentiated policy of urban and suburban indicators, issue annual car purchase targets as soon as possible, speed up the progress of sales, and better meet residents' automobile purchase and travel needs. In addition, the NEV vehicle purchase tax exemption policy will be further implemented.

In terms of reducing the cost of use of new energy vehicles, for example, in order to solve the “security pile” problem that is widespread among residents, the “Automobile Measures” propose promoting the provision of separate charging pile assembly services and reducing operators' operating costs by exempting electricity demand (capacity).

Reasonable vehicle scrapping for new vehicles contains huge demand to further enhance consumers' confidence in trading used cars

The press conference emphasized the importance of the used car market. There is a huge demand for vehicles to be properly scrapped and replaced.It has been ten years since the switch from a national standard to a national four standard for passenger cars was promoted nationwide, and all related vehicles have already entered the centralized scrapping period. At the same time, the used car trading market has great potential, but there are many concerns from residents, and the transparency of market information needs to be improved. Considering that the power exchange model requires a strong scale effect, it does have certain special advantages. The public sector is required to test it first and actively carry out pilot projects for public sector vehicle power exchange models, but it is also necessary to continue to promote the formulation of relevant standards for power exchange infrastructure to enhance compatibility and versatility.
