Accelerating research and development of a fake information countermeasure system to solve the social problem of fake news.

Adopted in the "Program to Foster Important Technologies for Economic Security", jointly established by the Cabinet Office, the Ministry of Economy, Trade and Industry, and other relevant ministries and agencies, to strengthen and promote economic security (referred to as "K Program"(Note 1)). Under this program, the New Energy and Industrial Technology Development Organization (NEDO), a national research and development organization under the jurisdiction of the Ministry of Economy, Trade and Industry, called for proposals for the development of technology related to fake news analysis (Note 2) (hereinafter, the "Project"), and was selected as the implementation site for the research and development of fake news detection, evaluation, and systematization. The scale of the project is 6 billion yen, and it is expected to be implemented from 2024 to 2027.


Recently, the circulation of fake news generated by AI and synthetic content on the internet has become a social issue. While specific technologies, such as using deepfakes to detect intentional fake news (text, images, audio, and video), have been considered for combating fake news, there had been no system that consistently handles the extraction and analysis of fake news. To address this issue, we have been entrusted with this Project, which aims to conduct research and development on a fake news countermeasure system that detects and evaluates fake news through multiple evidence and comprehensively analyzes them, thereby resolving the problem.

Background

In the fake news countermeasure system developed under this Project, when determining the authenticity of information, such as on SNS, we will develop technology for extracting and analyzing text, images, video, and audio media by media type, and using the results as evidence, as well as technology for determining the presence of fraudulence. In addition, we will evaluate the social impact by connecting various evidence relationships with an "endorsement graph" (Note 3), thereby supporting the determination of authenticity by analyzing these consis tency and contradictions. Based on the use cases for civilians and governmental agencies, we will define the requirements and construct a fake news countermeasure system composed of mainly the following four research and development contents.

Overview:

Feature 1: Information Analysis and Fake News Detection by Media Type Extracting and analyzing text, image, video, and audio media by media type from content such as SNS posts and using the results as evidence, as well as developing technology for determining the presence of fraudulence.

  • Feature 2: Evidence and Endorsement Management Constructing a system that organizes and manages various evidence for internet information as a graph.
    Feature 3: Support for Comprehensive Authenticity Determination Developing technology to support authenticity determination by analyzing the consistency and contradictions of evidence associated with information using a large-scale language model (LLM).
  • Feature 4: Evaluation of the Social Impact of Fake News Analyzing the characteristics of fake news and developing technology to evaluate the scale of diffusion and social impact.
    By combining these technologies, we will systematically develop the entire development technology.
  • Through integration and systematization of the development technology in this Project, we will establish a social infrastructure for fake news countermeasures that will maintain stable and autonomous economic activities against fake news, which is expected to expand further in the future. Through NEDO, we will contribute to the creation of new industries and strengthening of international competitiveness by leveraging the achievements of this Project, and will provide value to our customers and society by contributing to one of our materialities, "Development of a digital society".

Future Prospects

We will develop a system that can be easily and universally used to confirm the reliability of internet data, called "Trustable Internet," as a major feature of building trust between organizations, and will exhibit it at the Internet Engineering Task Force (IETF) 116 Yokohama (press release on March 20, 2023). We will also publish a white paper on the concept of Trustable Internet for verifying the reliability of data on the internet in a generic and easy-to-use manner (press release on October 13, 2022).
