Promote the research and development of residual life assessment technology for aging photovoltaic equipment in old photovoltaic power plants, encourage the upgrading of key power generation equipment such as high-efficiency photovoltaic modules and power inverters, optimize the development, construction, layout, and scale of photovoltaic power plants, improve the energy density per unit area and land use efficiency of photovoltaic power generation systems, and increase the power generation capacity of photovoltaic power plants. Promote the development of recycling and reuse technologies for photovoltaic modules based on physical and chemical methods, low-cost green dismantling technology, and high-value component separation technology, and support the research and development of complete sets of equipment.

Encourage the replacement of existing small-capacity wind turbines with industry mainstream models that have large single-machine capacity and advanced technology, support the application of green and low-carbon materials, new high-tower technology, land-saving technology, high-efficiency and intelligent wind turbines, improve the power generation per unit land area, enhance the level of equipment and facility refurbishment and utilization, and optimize wind energy, land, and power grid resources. Promote the establishment of a full-process information monitoring system for the transformation, upgrade, and retirement projects of wind power plants. Encourage power generation companies, equipment manufacturers, and research institutions to carry out research on new technologies, new standards, and new scenarios, establish a sound wind power recycling industry chain system, and cultivate and develop new formats for the recycling of wind power industry.
