21 municipalities have introduced the trial version of the 'Corporate Billing Online Service'.

Fujifilm System Service Corporation (Headquarters: Shinjuku-ku, Tokyo, President and CEO: Amane Inoue) announces that 21 municipalities*1 will introduce the trial version of the "Corporation Billing Online Service" from October 30. This service digitizes the process of requesting a copy of a resident certificate from a corporation such as a financial institution*2 that requires debt collection tasks and contract information confirmation from a local government (postal request) by mail, aiming to streamline the tasks related to postal requests from both corporations and local governments. We plan to commercialize this service in the fiscal year 2025 and aim to introduce it to approximately 80% (1,400 municipalities) of local governments in Japan in the future.
Previously, when corporations requested by mail, tasks such as outputting, enclosing, and mailing billing documents unique to each local government were required. Additionally, the burden of purchasing fixed-amount postal money orders*3, paying fees, and postage fees for sending documents to local governments occurred. On the local government side, tasks such as opening received envelopes, managing enclosed documents, preparing and cashing fixed-amount postal money orders for giving change, and handling cashing could occur, with some local governments having to deal with over 0.02 million postal requests per year. Therefore, reducing the workload for both corporations and local governments was an important issue.
This service illustrated in Figure 1 enables billing tasks to be done online, eliminating the need for corporations to create and output paper billing documents for requesting a copy of a resident certificate, as well as tasks such as enclosing, sealing, and mailing, and the need for postage costs when making a request. Local governments no longer need to open envelopes containing the billing documents or manage received documents. Furthermore, both corporations and local governments will reduce fees and management tasks related to fixed-amount postal money orders.
Previously, 20 tasks that occurred as responses to mailed invoices can be reduced to 11 tasks by using this service. Figure 2: A comparison of business flows before and after the introduction of the 'corporate billing online service'
On November 30, 2022, our company established a working group for the development of a service that allows corporate invoicing tasks to be done electronically, with the participation of 10 local governments and 7 corporations. In the working group, discussions were held with local governments and corporations regarding the service content, and a trial version of the 'corporate billing online service' was developed. As of now, 4 local governments and 2 corporations have started using the trial version, and with the addition of 21 new local governments, the total number of using local governments will be 25.
Our company anticipates a nearly 50% reduction in the total number of business processes related to traditional postal invoicing, as shown in Figure 2. This will achieve operational efficiency for both corporations and local governments, supporting a reduction of about 40% in work hours for local governments.
Fujifilm System Services will continue to contribute to the digitization of local government operations by leveraging insights and expertise gained through providing comprehensive family registry systems and outsourcing services for family registry and resident-related tasks.
Comments from the Municipal Affairs Division of Machida City Hall on the effects of the 'corporate billing online service'
Machida City Hall compared the business flows before and after the introduction of the 'corporate billing online service' and verified its effectiveness. It is expected that as the number of applications using this service increases, the time required per task, which was about 45 minutes before the introduction, can be reduced by 40% to about 26 minutes after the introduction. While the number of corporations using the system is still low during the trial period, it is anticipated that as more corporations use the system and the number of applications increases, overall operational efficiency will continue to improve.
