Rakuten and Tsuchiura City have signed a comprehensive collaboration agreement.

Collaboration in six areas, including utilizing data for creating related populations, towards solving regional issues in Tsuchiura City.

Rakuten Group Inc. (hereinafter referred to as "Rakuten") and Tsuchiura City, Ibaraki Prefecture (hereinafter referred to as "Tsuchiura City"), have today signed a comprehensive collaboration agreement (hereinafter referred to as "this Agreement") in six areas including creating related populations using data and resolving digital divides, and we would like to announce it. This Agreement marks the first comprehensive collaboration agreement between Rakuten and local governments in Ibaraki Prefecture.

Based on this Agreement, Rakuten and Tsuchiura City will collaborate and work together in the following six areas.

■ Main contents of the comprehensive collaboration agreement
(1) Matters related to utilizing Rakuten's data to create and increase related populations
(2) Matters related to the utilization of resources in Tsuchiura City to promote tourism and attract visitors.
(3) Matters related to training and support for businesses involved in EC, Furusato tax payment, and tourism promotion, as well as the construction and development of the environment.
(4) Matters related to the expansion of Furusato tax payment and cultivating fans for Tsuchiura City.
(5) Matters related to improving the convenience of citizens' lives, including bridging the digital divide in Tsuchiura City.
(6) Other matters agreed upon mutually contributing to the revitalization of Tsuchiura City.

Rakuten and Tsuchiura City have been working together towards revitalizing the local economy, such as promoting Tsuchiura City products in "Rakuten Furusato Tax" and listing and promoting local lodging facilities on Rakuten Group's travel booking service "Rakuten Travel". Through this agreement, both parties aim to further strengthen their collaboration and create new fans for Tsuchiura City using Rakuten's marketing data.

Specifically, leveraging Rakuten's strong customer base with over 0.1 billion memberships and expertise in data utilization, in the context of Tsuchiura City's efforts to attract tourists focusing on cycling as the core attraction, efforts will be made to understand the needs of cycling tourists, promote awareness through showcasing the city's charm, and increase visitor numbers. Furthermore, various seminars will be held for local businesses to learn about handling EC, Furusato tax return gifts, and introducing cashless payment to support expanding sales channels. Additionally, plans are underway to address challenges in citizens' lives such as promoting smart phone usage to bridge the digital divide, supporting childcare, disaster preparedness, and other issues.

Both parties will continue to aim at contributing to the sustainable development of Tsuchiura City's regional economy and society.
