Recently, many regions across the country have accelerated the landing of low-altitude economic projects.

According to Caixin News on November 21 (Reporter Guo Songqiao), Jiangxi is a major province in aviation. A search by Caixin News reporters on the Jiangxi Investment Project Online Approval and Supervision Platform noted that from November 13 to 19, five low-altitude projects were approved within a week, including the low-altitude economic industry public service center project, the low-altitude tourism project in the Huailing Mountain Scenic Area of Shangrao City, the comprehensive development project of low-altitude transportation around Poyang Lake, the comprehensive application project of low-altitude economic air transportation in Shangrao, and the low-altitude flight operation project in the Huailing Mountain area of Shangrao City.

As one of the first provinces in the country to reform low-altitude airspace management, Jiangxi has ambitious plans for developing the low-altitude economy. According to the "Opinions on Promoting High-Quality Development of Low-Altitude Economy (Draft for Comments)" released by the Jiangxi Development and Reform Commission, it aims to fully enhance the province's low-altitude manufacturing capacity, application level, and industrial ecology by 2026, driving economic growth of over 200 billion yuan and ensuring that the scale and competitiveness of low-altitude economy remain at the national leading level, making Jiangxi a significant hub for low-altitude economic development in the country.

Specifically, Nanchang City is deepening the implementation of the "8810" action plan in the low-altitude economy sector, focusing on the low-altitude manufacturing field, leveraging its advantages in aviation manufacturing, and encouraging leading enterprises to grow stronger. Shangrao City targets new opportunities in the low-altitude economy and has planned the construction of 20 helicopter landing and takeoff points. Jiujiang City previously announced the establishment of a 5 billion yuan low-altitude economy guidance fund aimed at promoting technological innovation and development in the low-altitude economy sector.

Not only in Jiangxi, but also, recent reports from Caixin News indicate that many regions across the country are accelerating the landing of low-altitude economic projects, with several projects related to the low-altitude economy currently applying for or having obtained approval.

The Heilongjiang Investment Project Online Approval and Supervision Platform shows that the Daqing Zhongke Aerospace Low-Altitude Economic Industrial Park project has passed the approval process. This project plans to build a civilian drone research and production base, a low-altitude management platform, anti-drone equipment production line, drone mission payload production line, ground support vehicle modification production line, drone exhibition hall and school, comprising seven main components, with a planned investment of 0.13 billion yuan.

The Zhejiang Investment Project Online Approval and Supervision Platform indicates that the low-altitude economic supporting industrial park project located in the Yuecheng District of Shaoxing City also passed its approval on the 28th. The project has a total investment of approximately 1.92 billion yuan, planning to introduce projects related to electrical machinery and equipment manufacturing, aiming to create a low-altitude intelligent manufacturing base and build a nationally influential low-altitude economic characteristic industrial cluster.

Zhu Keli, executive director of the China Information Association and founder of the National Research Institute for the New Economy, stated that more significant low-altitude economic projects will soon emerge across various regions, with a growing focus on infrastructure construction projects to help accelerate the development of the low-altitude economy. In addition, as infrastructure for the low-altitude economy continues to improve nationwide, technological iteration in this field will accelerate, providing more operational space for cost reduction in application-end products and building commercialization chains.

Additionally, several local low-altitude commercial trial routes have been officially approved. According to a recent announcement from wuhan, 18 low-altitude commercial trial routes have been officially approved, covering various categories such as short-distance transportation, aerial tours, logistics transportation, urban monitoring, and cultural tourism (material transportation). As of now, 35 airspace regions in nanjing have been approved, covering a total area of 1,388 square kilometers, with 118 approved routes in the city, totaling 1,473 kilometers. At the same time, several regions have also announced low-altitude economic development policies since November.

Earlier, the inner mongolia autonomous region government issued the "Implementation Plan for Low-altitude Airspace Management Reform in Inner Mongolia Autonomous Region" (referred to as the "Implementation Plan"), which clarifies that by 2027, inner mongolia will fully release and efficiently utilize low-altitude airspace, effectively cover low-altitude flight infrastructure, ensure the efficient operation of a comprehensive regulatory service platform, and establish sound and规范规章制度, achieving a basic perfect coordination management system for low-altitude airspace among the military, local government, and civilians.

The Shandong Provincial People's Government Office recently issued the "Three-Year Action Plan for High-quality Development of Low-altitude Economy in Shandong Province (2025-2027)", proposing to establish more than 10 benchmark application scenarios by 2027, open more than 50 drone routes within the city, and more than 20 intercity drone logistics routes, allowing cargo drones to achieve regular flights and manned drones to achieve commercial flights; cultivating more than 10 leading enterprises in the industry chain and over 100 technology-based small and medium-sized enterprises, specialized, special and new enterprises, and "single champions" in manufacturing, with the scale of low-altitude economy reaching 100 billion yuan.

The "Implementation Plan for High-quality Development of Low-altitude Economy in Harbin City (2024-2027)" was also recently released. According to the plan, leveraging Harbin's aerospace industry foundation and cni resource index, it aims to cultivate and strengthen three major low-altitude manufacturing industry chains involving general aviation aircraft, drones, and eVTOL (electric vertical takeoff and landing aircraft), establish a number of low-altitude industry technology innovation platforms, and create a distinctive, resource-concentrated, intelligent high-end, open and vibrant national low-altitude economic development aggregation area and demonstration area, becoming a "sky city" with domestic influence.
