On December 1, banks such as Qixia Rural Commercial Bank and Laizhou Rural Commercial Bank announced that they would adjust their cardless withdrawal services. Today, the Financial Association found that since November, approximately 20 banks have announced restrictions on cardless deposit and withdrawal services. According to incomplete statistics, at least 50 various banks, including state-owned large banks, joint-stock banks, and small and medium-sized banks, have successively announced tightening of cardless services this year.

Multiple small and medium-sized banks have announced the cancellation of various cardless deposit and withdrawal services.

On December 1, Qixia Rural Commercial Bank announced on its official WeChat account that it would adjust its cardless withdrawal services at self-service machines.

Qixia Rural Commercial Bank stated that to improve service quality and ensure the safety of customer funds, it would gradually cancel self-service features such as "appointment withdrawal," "scan withdrawal," and "cardless deposit" starting from December 1. Customers can use self-service devices for card withdrawals, visit business outlets for deposits and withdrawals, or use mobile banking or WeChat and Alipay linked to the bank card to transact. Please make appropriate arrangements based on this announcement and your needs.

On the same day, Laizhou Rural Commercial Bank announced adjustments to its cardless withdrawal services at self-service machines on its official WeChat account. Starting from December 1, features such as "appointment withdrawal" and "scan withdrawal" would be gradually canceled. If customers have questions, they are encouraged to call the bank's customer service or visit a business outlet for inquiries.

The reporter noted that within three days from December 29 to December 1, several small and medium-sized banks, including Longkou Rural Commercial Bank, Yanggu Rural Commercial Bank, Yucheng Rural Commercial Bank, Sishui Rural Commercial Bank, Lanshan Rural Commercial Bank, and Haiyang Rural Commercial Bank, also announced adjustments to their cardless deposit and withdrawal services on their official WeChat accounts, with content largely consistent with that of Qixia Rural Commercial Bank.

The diffusion of cardless business adjustments is spreading from large banks to small and medium banks.

According to a report by the Financial Association, at least 50 various banking institutions, including state-owned large banks, joint-stock banks, and small and medium-sized banks, have announced tighter cardless business policies since the beginning of this year, but the specific adjustment contents are not entirely consistent.

From publicly available information, in March and April of this year, several state-owned large banks took the lead in making adjustments. For example, the Industrial and Commercial Bank of China announced that its personal mobile banking cardless cash withdrawal function was suspended starting April 17, and customers could withdraw cash via ATM machines using mobile banking QR codes or withdraw by inserting cards at ATMs. The Bank of Communications then announced that it would stop the appointment withdrawal service in the personal mobile banking cardless cash withdrawal function starting May 24, 2024. Customers could still withdraw via carded cash withdrawals, QR code withdrawals, or visit bank branch outlets.

Entering June, several joint-stock banks and leading city commercial banks continued to follow suit. On June 4, Minsheng Bank announced that it would stop the personal mobile banking "ATM cardless cash withdrawal" function starting June 7, 2024, and cash machines (including cash smart cabinets, cash deposit and withdrawal machines, CRS, ATM, QTM) would no longer support this function. Customers could still proceed with carded cash withdrawals, QR code withdrawals, or visit bank branch outlets for withdrawal services.

On June 28, Industrial Bank announced that it would stop the ATM scanning withdrawal service in mobile banking starting July 10.

On June 11, the Bank of Beijing announced that starting at 18:00 on June 13, 2024, it would stop processing the appointment withdrawal function for cardless cash withdrawals in the personal mobile banking service. For small cash withdrawal needs, customers could use self-service devices to make carded withdrawals or QR code withdrawals (limited to self-service devices in the Peking area), or bring their cards to any branch to withdraw through the counter.

In addition, some banks have also extended the adjustment of cardless business to corporate customers. On October 21, Shanghai Rural Commercial Bank announced that it would adjust cardless deposit and withdrawal services for corporate users and some services related to corporate settlement cards from now on. Specifically, starting November 21, 2024, Shanghai Rural Commercial Bank will gradually stop cardless deposit and withdrawal services for corporate customers at self-service devices. From November 21, 2024, the bank will gradually stop QR code payment and receipt services for corporate settlement cards.

Reporters noted that from the announcements made by various banks, the reasons for adjusting cardless business are basically consistent—risk management. For example, the Bank of Communications, Minsheng Bank, and the Bank of Beijing have clearly stated that this move is to "strengthen risk management"; Qixia Rural Commercial Bank and Longkou Rural Commercial Bank have explicitly stated that this move is to "ensure customer fund safety."
