As the end of the year approaches, it is traditionally a peak season for consumer spending, but the issue of regulating card usage still deserves attention.
On December 6, Qilu Bank published an announcement on its official WeChat account regarding further strengthening the standard use of credit cards, reminding consumers that credit cards cannot be rented or lent, and others are prohibited from making repayments on their behalf, "irregular control measures will be taken for unusual customers."

On December 6, Qilu Bank published an announcement regarding the standard use of credit cards on its official WeChat account.
Qilu Bank stated that in order to ensure the safety of customers' credit card funds and their usage rights, and to create a good environment for credit card use, the standards for using credit cards are further clarified. Credit cards are limited to personal daily consumption and must not be rented, lent, or sold; accounts must not be sold, and personal account information must not be provided to support or assist illegal activities such as telecom network fraud, gambling, or money laundering. Renting or lending the credit card may cause the actual user or criminal groups to use it for illegal cash withdrawal, money laundering, transfer of fraud funds, telecom network fraud, and other illegal activities, which can easily damage the cardholder's funds and credit. Please do not accept funds from unidentified sources under someone else’s name, or transfer unidentified funds in the credit card through false transactions, overpayments, withdrawals, etc., to avoid affecting the normal use of the credit card.
Qilu Bank further pointed out that it will continuously conduct monitoring of credit card transactions, strengthen management of credit card overpayments and transfers, repayments made by others, unusual domestic and overseas consumption and cash withdrawals. If the cardholder's credit card transactions show regulatory restrictions or are determined by the bank to possess risk characteristics, the transactions may fail, and the bank will irregularly take corresponding control measures for unusual credit card transactions and customers with abnormal post-loan credit, including but not limited to reminders, credit limit reductions, transaction restrictions, installment limitations, and early repayments, adjusting dynamically according to regulatory requirements and risk situations. Please arrange and use your credit cards reasonably, and keep transaction vouchers that correspond to the purposes of credit card transactions for verification.
Qilu Bank also stated that the bank does not authorize any website, channel, intermediary, or agent to mislead customers into handling credit card-related business through false advertisements, requesting additional fees, etc.
On the day before the WeChat announcement (December 5), Qilu Bank also released a similar reminder on its official website.
Recently, over a dozen banks have issued warnings regarding credit card business.
The reporter from the Financial Association found that since late November, many joint-stock banks such as Minsheng Bank, Hua Xia Bank, and China CITIC Bank Corporation, along with branches of the Bank of China and Agricultural Bank of China, as well as various small and medium-sized banks, have issued multiple announcements indicating that they will strengthen credit card management and remind users to regulate their card usage.
On November 12, the Hua Xia Bank Credit Card Center published an announcement on its official website, strictly regulating the management of credit card fund usage. The Hua Xia Bank Credit Card Center stated that credit card overdraft funds should be used for consumer purposes only and must not be used for purchasing real estate, investing, repaying debts, or production and operations; credit card funds must not be used for lottery purchases, gambling, etc. The bank sets limits or prohibits transactions for certain types of merchants and updates these regulations periodically based on regulatory requirements and risk management needs. If a customer uses a Hua Xia Bank credit card for transactions outside of personal daily consumer spending, it may lead to transaction failures.
On November 18, the Minsheng Bank Credit Card Center issued a statement on its official website declaring that it would continue to strengthen the management of Minsheng credit card overpayments and repayments not made by the account holder. Customers should use their personal accounts to make repayments according to the bill amount or overdraft amount to avoid overpayments or impacts on normal card usage due to third-party repayments. Based on reasonable repayment needs, the center will continue to enhance risk management for credit card overpayments and third-party repayments and will dynamically implement measures such as abnormal alerts, transaction restrictions, limits on overpayment deposits or third-party repayments, reducing limits, and suspending accounts according to internal and external risk situations. "Funds from unidentified sources under another person's name must not be accepted, nor should they be transferred through false transactions, overpayment withdrawals, cash withdrawals, etc.; credit cards must not be used for telecommunication fraud or other illegal activities."
On November 27, the China CITIC Bank Corporation Credit Card Center issued an announcement further clarifying the usage of credit card funds. In the announcement, the China CITIC Bank Corporation Credit Card Center explicitly stated that credit cards are limited to personal daily consumer use and must ensure that transactions are authentic, compliant, and legal. Credit cards must not be rented, lent, sold, or otherwise transferred to others for use. The bank's credit cards must not accept unidentified funds under anyone else's name, nor should funds be transferred through false transactions, overpayments, cash withdrawals, etc.; credit cards must not be used for telecommunication fraud, money laundering, overseas investments, or any illegal transactions or non-personal daily consumption purposes. Customers should make repayments using their personal accounts according to the bill amount or overdraft amount to avoid depositing large amounts into credit card accounts, which could trigger overpayments and affect the normal use of the credit cards.
On November 18, the Agricultural Bank of China Yunnan Provincial Branch issued a reminder on its official WeChat account, stating that personal credit cards should be kept secure and must not be rented or lent to avoid impacting one's financial safety and credit status. Credit cards must not be used for cash withdrawals, production and operations, the securities market, investment in equity types, or other areas restricted by national laws and regulations or banks; it is prohibited to 'use a card to support another card' or 'borrow to repay loans.'
On November 29, the Bank of China Hainan Branch published an article on its official WeChat account, reminding consumers to use credit cards safely. The branch pointed out that consumers should plan their credit card use reasonably. Credit cards must not be used for cash withdrawal, investment, operation, and other personal consumption prohibited areas related to home purchases. Credit cards should not be rented or borrowed out to prevent them from being misused by criminals for money laundering and other illegal activities. It is recommended to close accounts for credit cards that have not been used for a long time.
In addition, recent small and medium-sized banks that have intensively issued regulations on card usage include Rizhao Bank, Yanshan Agricultural Commercial Bank, Kunming Guandu Rural Cooperative Bank, Longyang Agricultural Commercial Bank, the Rural Credit Cooperative Union in Jinning District of Kunming, Diqing Agricultural Commercial Bank, and Gansu Minle Agricultural Commercial Bank.
