Recently, the country's first group standard for "Recycling and Reuse of Office Computers" (Standard No. T/CASMES 425-2024, hereinafter referred to as the "Standard") has been officially released and implemented. This standard regulates the basic requirements for recycling institutions, recycling requirements, maintenance requirements, and management requirements in the office computer recycling and reuse industry, filling the gap of relevant standards in this field domestically and providing important technical support and standardized guidance for the industry's standardized and specialized development.

It is reported that the "Standard" was proposed and organized by the China Association of Small and Medium Enterprises, with the national-level Specialized, Special and New "Little Giant" enterprise Lingxiong Technology (Shenzhen) Co., Ltd. (a wholly-owned subsidiary of Lingxiong Technology) taking the lead, in collaboration with organizations such as the Shenzhen Office Equipment Leasing Industry Association, Shenzhen Lingrui Network Information Technology Co., Ltd., Shanghai Huirong Electronic Product Remanufacturing Co., Ltd., Shenzhen Hengzhibo Trading Co., Ltd., Peking Lexun Technology Co., Ltd., Youkemai Rental (Shenzhen) Information Technology Co., Ltd., ShanDong Lvqian Information Technology Co., Ltd., Shenzhen Xindaxin Office Equipment Leasing Co., Ltd., and Guangzhou Zhirent Information Technology Co., Ltd. among others.

During the drafting process, the team widely referenced relevant standards and norms both domestically and internationally, conducted multiple surveys and discussions, collected extensive opinions from various parties, and underwent rigorous expert review to ensure the scientific, practical, and operable nature of the content.

According to a responsible person from the drafting team of the "Standard", in recent years, with the rapid development of information technology and the acceleration of enterprise digital transformation, the frequency of updating office computers has gradually increased, resulting in many office computers being retired. However, among these discarded computers, there are still many that have reuse value. Improper handling not only leads to resource waste but also causes environmental pollution. Therefore, it is particularly urgent to formulate a scientific and standardized standard for the recycling and reuse of office computers.

According to the introduction, the "Standard" clearly outlines the overall principles of recycling and reusing office computers, including achieving the maximization of resource utilization and minimization of environmental pollution, strictly prohibiting direct landfilling or incineration of discarded office computers, and processing in the order of reuse, recycling, and energy recovery. It also systematically outlines the normative processes that should be followed for recycling and reusing office computers, providing clear operational guidance for these activities.

At the same time, the "Standard" mentions that recycling institutions should establish a statistical information management system for office computers and preserve relevant data to achieve traceability and management of information regarding the collection, unloading, transportation, storage, and disposal processes of each batch of recycled office computers. After the information retention period expires, data should be destroyed or cleared according to laws and regulations to ensure that it is not misused or leaked.

According to reports, as China's largest enterprise-level DaaS (Device as a Service) provider, Lingxiong Technology recycles millions of used IT devices annually from the top 100 Internet companies in China, including a large number of office computers. All recycled devices are concentrated for maintenance and disposal by Lingxiong Technology, and are again used for sale or device subscription services, maximizing the extension of device lifespan and improving device usage rates while reducing the demand for new devices during the service process, effectively minimizing the annual carbon emissions of each unit and consequently reducing societal carbon emissions, thus creating additional decarbonization value for society. Data shows that in 2023, Lingxiong Technology extended the lifespan of 1.3 million refurbished devices, contributing to more than 0.017 million tons of carbon reduction for society.
