■Background
Shibuya City is promoting an Urban OS implementation project that collects and organizes data across various fields for provision. As part of this initiative, Shibuya conducted an open call for proposals for the selection of implementation contractors for the Urban Data Integration Platform (Urban OS) in December 2023.
Headwaters participated in this proposal and was selected as the contractor for the design, construction, and management of the "Data Integration Platform" and "Spatial Utilization Services" (※1).
Since then, Headwaters has been advancing the implementation support of a city OS based on Microsoft Azure.
Also, as the first initiative of the city OS implementation project, the Shibuya Space Information Site "SHIBUYA CREATIVE JUNCTION" has been constructed and was made public on December 13, 2024.
■ About the Shibuya Space Information Site "SHIBUYA CREATIVE JUNCTION"
This site aims to solve the issue of "not knowing what spaces are available in Shibuya or whom to consult" and aims for the creation of new culture and revitalization of the region.
＜Main Features＞
➀ Visualization of 189 space information around Shibuya Station
While looking at the map, it is possible to filter based on area, size, and other conditions to find various spaces. In the detail screen of each space, address, area, usage hours, and manager can be confirmed, and for available spaces, transition to an external site where inquiries can be made is possible.

Information dissemination is possible regarding examples of space utilization and upcoming events and activities.
This service allows not only viewing space information but also accepting applications for posting past examples of space utilization in Shibuya Ward, and plans for future events and activities. Applications for posting new space information, such as live houses and event spaces in Shibuya Ward, are also being accepted.
Information dissemination in English using the translation feature powered by generative AI.
By utilizing the translation function powered by generative AI, it has become easy to disseminate information in English. For example, when information on space utilization examples is registered in Japanese, it is automatically translated into English, and after receiving approval from the administrator and posting it on the site, when viewers set the language to English, the translated information will be displayed.

Headwaters provides urban space data collection and visualization technology based on Microsoft Azure and has built the following features.
・Smooth information sharing
Efficient data management and real-time visualization are achieved using cloud environments. This has centralized urban spatial data, enabling smooth information sharing among stakeholders.
• User-friendly feature design
Search and filtering functions for urban spatial data, along with a translation function utilizing generative AI, have been developed to build a highly convenient platform for a wide range of users, including local residents, visitors, and businesses.
• Design and implementation of data integration infrastructure
Diverse data sources have been integrated to achieve centralized management of information that was previously difficult. This has created an environment where people involved in urban development in Shibuya Ward can collaborate effectively.
