(hereinafter referred to as the “Project Company”) and Hebei Daming Economic Development Zone Management Committee (hereinafter referred to as the “Development Zone Management Committee”), Daming County and Hehongye Investment Co., Ltd. signed the “Daming County Xicheng Industrial Park Industrial Park” District sewage treatment plant ( PPP) Project Termination and Repurchase Agreement”.
After the PPP project was put into operation, the project faced a shortage of operating capital for a long time due to the fact that the production and construction of enterprises in the Chengxi Industrial Park fell short of expectations, and the sewage volume of the project treatment enterprise was seriously lower than the basic water volume of the design. After many negotiations and communication with the Development Zone Management Committee, the Government Office, the Finance Bureau, etc., the company and the project company agreed to terminate the PPP contract and the government repurchase early, based on the principles of mutual benefit, mutual benefit, fairness and rationality, and sign the relevant termination agreement in line with the PPP project operation situation and the company's further focus on the development strategy of the main business.
