Loretta Mester, president of the Cleveland Federal Reserve Bank, reiterated his support for scaling back asset purchases in November and said the Fed's balance sheet should be allowed to shrink naturally at some point.

Mester commented on the virtual question-and-answer session hosted by the Shadow Open Market Committee. "my personal view is that we want to have a plan, and at some point, as we did last time, we will start to allow assets to decline, bring the balance sheet back to a level, and then it will basically normalize," she said. and then it will grow with foreign exchange demand and other factors. "

The Mester said the Fed would have to study the liquidity needs of banks to assess what level of reserves in the system is adequate.

She also pointed out that experience during the epidemic increased liquidity requirements for banks, but this was partly offset by the standing repo facility set up by the Fed, as banks knew they would hold low liquidity if they could turn to the Fed for help.

Mester reiterated that she is one of the Fed officials who expect to raise interest rates next year. Mester will become a voting member of FOMC in 2022.
