digimonX : Windows on arm is not something new.  Micosoft sold the Surface RT devices back in 2012, which was basically Windows 8 on arm.  You can google & read more abt it.  The Surface Pro line, which is based on x86 cpus is sold for generations, even till now.  To me, there are eerily similar feelings (to Surface RT) when the snapdragon laptops were released recently.  Software optimisations are still not there.  If you see the initial reviews, the promises made e.g. games would just run were not fulfilled. It takes a lot of effort to optimise software on the Windows ecosystem to work on arm.  This is not something to be taken lightly.  Microsoft's Windows Phone failed also because most developers did not want to write/optimise software on the platform.
Rumour has it that Microsoft paid Qualcomm a lot of $ to work on the laptops.  If Microsoft continues to fund the various development, maybe it will be successful.  Maybe this time is different.  I am cautious because I have been in IT for most of my life.  I know how IT guys work & behave. I still remembered years ago Microsoft funded Nokia to build innovative Windows Phones & to be fair, Nokia did do a great job. However, it still got nowhere due to the software ecosystem.
