Ji Xian : arrowlake originally plan to use both TSMC and 20A, but since 20A is scrapped, so Arrowlake is fully outsource (TSMC probably), this is not new that Arrowlake is using outsourcing, since 20A scrapped, 18A only come into the picture next year, you can find more video on youtube
