27182818 : Trump can't legalize cannabis. Only congress can. Trump can try to corral congress but he might as well herd cats. At best he can sign the bill.
Alternatively SCOTUS could (and probably should) throw out most federal drug laws on constitutional grounds and leave them to the states. We know that won't happen.
Most likely the feds will do nothing, more and more individual states will legalize it, and the federal laws will be ignored. Unless you piss off the wrong person.
